Special programs for HIV control are for 2 different populations in the Kartasura area, namely:

Special populations (pregnant women, TB, STIs)
Key populations (those at risk) for example, sex workers, sex clients, injecting drug users.

Pregnant women are called a special population because they are vulnerable to infecting their babies and what kind of delivery method is given, essentially to prevent the baby from contracting HIV.

TB is called a special population because it has a vulnerable immune condition.

STIs are called a special population because they are very risky.
